Tôm rửa sạch, bóc vỏ, rút chỉ đen trên lưng tôm cho thật sạch, ngâm tôm vào thau nước muối pha loãng, ngâm khoảng 15 phút. Tiếp theo vớt tôm ra rổ cho ráo nước, dùng giấy sạch lau tôm thật khô ráo, để tôm vào chén, ướp vào tôm 1 muỗng à phê muối. Sau đó, xay nhuyễn tôm, hoặc băm nhuyễn.
Trứng cút luộc chín, bóc bỏ vỏ.
Đổ tôm đã xay ra chén trộn vào tôm đầu hành lá đập dập, hành tím cắt nhỏ, thêm 2 muỗng canh dầu ăn, 1 muỗng canh bột năng, 1/2 muỗng cà phê hạt nêm, 1 muỗng cà phê muối, 1/2 muỗng cà phê tiêu, dùng muỗng lớn quết đều đến khi nhấc hỗn hợp tôm không dính ở chén là đạt. Đậy kín chén, cho tôm vào tủ đông đá khoảng từ 3-4 tiếng.
Dùng muỗng múc một ít hỗn hợp tôm vào tay đeo nylon. Tiếp theo đặt vào giữa lòng chả tôm một quả trứng cút. Vo tròn viên chả tôm để khít quả trứng cút, làm cho hết phần tôm và trứng.
Qủa trứng gà đập ra chén, đánh tan. Lăn từng viên chả tôm đã bọc trứng, lăn qua chén trứng gà. Tiếp theo lăn vào chén bột chiên xù. Làm cho hết phần chả tôm.
Đun nóng nồi, đổ dầu vào, thả từng viên chả tôm vào, chiên vàng đều. Vớt chả tôm ra đĩa có lót giấy thấm dầu ăn.
